Interesting! I teach storytelling as a former TV Political Producer and correspondent. If I didn't know any better I might say this is classic Peak End Rule in play. Like a long distant runner hanging back from all the early sprint threats and mindset of losing, wait until the closing 800 metres. In politics it's keep your gun powder dry, a perhaps inappropriate analogy in these times. But it could work if you stack one solution after the other that either does, or creates the impression of progress. That peak finish hard is one of the peaks cognitively that sticks. It requires some consistency and fortune. International events shoring up the US also helps e.g. Dollar vs Pound etc.
